Policy makers often ask where “United Way” stands on particular issues under consideration. As appropriate, we provide policy makers and stakeholders examples of research, fact sheets, bill summaries, or testimony. Upon request, IUW will provide key messages for communication with policy makers or media.

Education

All Hoosier children should have access to consistent, high-quality and affordable learning opportunities. Taxpayer funds should only be used in programs that are evidence-based and high quality.

IUW advocates for:

  • Quality child care funding to supplement CCDF and increased capacity building activities.
  • Expansion of high-quality pre- kindergarten and a standard assessment tool for K readiness.
  • Expansion of early in-home visiting and collaboration among programs.

Income/Financial Stability

Tax policies and funded programs should foster employment and savings to help Hoosiers reach their potential and achieve long-term stability.

IUW advocates for:

  • Fair tax policy, including efforts to recouple federal and state tax returns, to sustain or expand EITC, CTC and State EITC and to index Tax Credit for the Elderly to inflation.
  • Smoothing the cliff effect so that benefits are tapered off with increases in income.
  • Income supports - IUW recognizes that basic services (such as SNAP, TANF, LIHEAP, subsidized housing and emergency assistance) often provide important stabilizers for many Hoosier households. Case management, financial counseling, safe financial products and matched savings develop long-term financial stability.
  • Work supports, such as training and placement into family-sustaining employment.

Health

Hoosiers and their families should have access to health services to lead healthy lives. IUW supports evidence-based programs and policies that increase the number of insured Hoosiers and improve the quality of healthcare services. .

Strong Communities

IUW advocates for:

  • Universal access to quality 2-1-1.
  • Indiana’s 2-1-1 network to provide an effective an efficient alternative to the duplicative 1-800 numbers, databases and outreach campaigns operated by government.
  • State funding for Indiana’s 2-1-1.
  • Foundations of the Charitable Sector, such as giving incentives, volunteerism, tax exemption and nonprofit accountability.
  • The Charitable deduction.
  • Property tax exemption for charitable uses.
  • Fair government contracting practices for nonprofits.

Program, funding and advocacy decisions are made by independent local and state United Ways and Funds. IUW works closely with UWW on policy priorities that most closely align with the needs in Indiana.
